We are seeking a Director of Operations to lead a small but mighty team. This role is pivotal in setting the vision and driving the strategy for Operations and Finance, maintaining Bloom’s operational health and strategy, supporting our project teams in delivering impactful work that
makes government services more accessible and effective.
Reporting to the CEO, you will manage one person, partner with our People Ops team, and work closely with Directors, Engagement Managers, and contractors. This is a key leadership role, responsible for designing and improving our standard operating procedures, overseeing essential business functions, and ensuring we have the systems and tools in place to support our current team, with an eye for future needs.
In this role, you will:
Set the vision and strategy for Business and Finance Operations
- Define the vision for Business Operations and Finance, aligned with Bloom’s mission, needs, and goals.
- Design, implement, and improve standard operating procedures that support this vision — approaching processes with curiosity, designing them with the people who use them in mind, and iterating over time.
Oversee and directly support organizational operations
- Oversee accounts payable/receivable, forecasting, financial planning, and related processes.
- Ensure compliance with state registrations, annual reports, internal documentation, and core business processes.
- Support project budgeting, contract execution, and infrastructure to support seamless client work.
Manage systems, tools, and infrastructure
- Develop and direct Bloom’s tooling strategy (in partnership with People Ops): understand the needs of our project teams and help manage the portfolio of software and subscriptions that allow the organization to deliver.
- Evaluate, configure, and adapt software to meet our evolving operational needs.
- Ensure systems are designed so that people across the organization can engage with them easily and effectively.
We’re looking for:
- 10+ years of experience running and overseeing organizational operations and finance operations
- Experience directly managing and coaching team members
- Experience setting up, improving, and managing business operations processes and tools, with a keen eye on ease of use and sustainability.
- Strong financial operations experience, including budgeting, forecasting, accounts payable/receivable, and compliance.
- Familiarity with SaaS tools and the ability to evaluate, configure, and adapt tools to meet a growing organization’s needs.
- Proven success building strong cross-functional relationships, and collaborating at the leadership level.
- A systems thinker and iterative problem-solver who designs processes with users in mind.
- Deep commitment to equity, inclusion, and creating a supportive, collaborative workplace.
- Comfortable working in a distributed, remote-first team environment.
- Experience navigating complex internal and external relationships to work constructively through organizational issues.
- Demonstrated ability to maintain a calm, measured approach in the context of a rapid flow of communication and a quickly changing environment
- Experience working in an agile, iterative way, and a solid command of building, assessing, and delivering technology

- Experience working with a small (eg 30-70 person) organization experiencing growth
Compensation
Salary: $175,000 / year USD depending on competency level.
