We work alongside our partners to support them in transforming how they serve the public through product thinking, user experience design, content strategy, research, and technical strategy.
What this role will do
We are seeking several highly skilled Senior Product and Delivery Managers with at least 7 years of experience. These roles are full-time, salaried, term-limited positions, with term length dependent upon project fit and availability.
The ideal candidate will be great at getting complicated things done by leading a cross-functional team, facilitating decisions, and shipping products and services that are actually useful to people. Successful PDMs at Bloom can set a clear vision, drive an iterative approach to development, and ensure effective delivery while fostering strong communication with all teammates and stakeholders. Each PDM is generally focused on one project at a time, so they can focus on supporting that client and team fully.
Here’s what Product & Delivery Management means at Bloom:
Product thinking and strategy
- Translate a project contract into an actionable scope of work for teams to execute.
- Understand and prioritize problems to be solved, and adapt effectively as context shifts.
- Foster shared definitions of outcomes and success, even as conditions change or new information emerges.
- Help teams develop a shared sense of how different parts (people, process, tech) can work together to meet project goals and deliver concrete value.
- Use qualitative and quantitative data to inform product decision-making.
Iterative approach to delivery
- Make sure tasks or milestones deliver value to users and meet client and contractual needs.
- Use agile methodologies to build momentum, show progress, and learn continuously.
- Create clarity, accountability, and structure that enable a team to deliver.
- Build trust with the team, ensuring they understand roles, expectations, and deadlines.
- Set appropriate expectations and be accountable for the quality of project work.
Team leadership
- Align diverse experiences and cross-functional teams around shared goals.
- Facilitate well-run meetings and clear asynchronous communication.
- Establish collaboration norms that prioritize openness, resilience, and clarity.
- Give kind, candid, and constructive feedback to colleagues and clients.
- Create a team environment in which people with diverse skills and styles can thrive together, supporting teammates through navigating differences productively.
Communication and stakeholder management
- Communicate effectively with stakeholders and clients about what to expect and when.
- Plan and work in the open, sharing work and methodology as widely as possible.
- Empower clients through collaboration and deliverables that meet them where they are.
- Build trust with clients and stakeholders by translating between different perspectives, navigating misalignment, and enabling decision-making.
- Guide teams and clients through key decisions and blockers.
What we’re looking for
- 7+ years of product management experience in the digital or technology space
- Consulting experience, including navigating complex external client and stakeholder relationships
- Experience managing cross-functional teams (including user researchers, content strategists, and software engineers) to deliver discovery insights or ship products and services
- Ability to communicate clearly and increase transparency, with a strong sense of situational awareness and conflict resolution
- Experience in government procurement is a bonus (but not required)
Additional requirements:
- Located in the contiguous United States
- Legally allowed to work in the U.S. (we are unable to sponsor work visas)
Salary and term
- $138,000 - $145,000 annually
These roles are full-time, salaried, term-limited positions, with length of term depending on project fit and availability. There are potential opportunities for conversion to permanent positions based on performance and fit.
