TO PROVIDE PAID CANVASSING SERVICES IN DALLAS COUNTY

I. About the Dallas County Democratic Coordinated Campaign

The Dallas County Democratic Coordinated Campaign is a partnership between local Dallas candidates, the Dallas County Democratic Party, and Texas Majority PAC. The goal of the Coordinated Campaign is to win elections and deliver real results–healthcare, well-paying jobs, and a good education–for the people of Dallas. DCDP, in partnership with Texas Majority PAC, is seeking a vendor to run paid canvassing operations in Dallas County this cycle, and may select one or multiple vendors to accomplish its goals.

II. Process and Timeline

The Dallas County Democratic Coordinated Campaign invites you to submit a proposal for paid canvassing. This Request for Proposal (RFP) in no way guarantees work from the Dallas County Democratic Coordinated Campaign.

Proposal submission is due on June 7, 2024 by 11:59 pm ET to careers@dallasdemocrats.org . Finalists will be invited for presentations of the proposal which will be scheduled the following week. Additionally, we may reach out for additional information in writing once we’ve received the proposal submission and before scheduling in-person presentations. Submitting a proposal does not guarantee an invitation to present your proposal. Vendors should be notified of the final decision by July 2, 2024. Delays are possible and will be clearly communicated to participants.

III. Project Scope

The Dallas County Democratic Coordinated Campaign will award work to one or several firms to consult on and execute regional paid canvassing programs.

IV. Proposal

Firm Overview

  • Please describe your firm’s approach to building successful paid canvassing programs
  • Does your firm have past experience in Texas and/or in Dallas? If so, please describe.
  • Does your firm have staff currently working in Texas and/or in Dallas? If so, please describe.
  • Are you able to work alongside other firms and/or paid/volunteer canvass programs in any Dallas? If so, what services can your firm provide to combined or volunteer programs?
  • Please describe your track record of completing programs of the size you are proposing; historically, what is the largest paid canvass you have run in this region or a comparable region?
  • What other canvass clients do you have in Texas and where are they operating?
  • If you had multiple clients in the same region, how would you manage those programs to ensure that resources are spent as efficiently as possible while also delivering the program promised to your clients?
  • Who are the key members of your management team that will take responsibility and an active role in ensuring the success of your proposed program?
  • Are you prepared to stand-up a bilingual (English and Spanish) canvass program?
  • Please detail your firm’s insurance coverage and coverage amounts.


Hiring & Staff

  • Please describe your staff and canvasser recruitment and hiring processes.
  • How is your program staffed and structured within each office?
  • Are your canvassers hired as W-2 employees or independent contractors?
  • What is your starting hourly wage for canvassers?
  • Please describe your process for handling human resources questions and needs for canvassers and staff.

Other

  • What are your standard canvassing program benchmarks? How long is the typical shift and when do you launch shifts? How many doors is a canvasser expected to knock on, etc.?
  • Please describe your quality control and reporting processes. What data and reporting would be shared with the committee? What key metrics does your firm track within canvassing programs? If available, please provide examples of past reports.
  • What technology do you incorporate into the execution of your canvassing programs?
  • How do you train your staff and canvassers? If available, please provide examples of past training materials and/or programs.

Budget & Timelines

  • Describe the maximum scale that you can reach in this region and the amount of time it would take to reach that scale
  • Please provide line-item budgets and canvass ramps for the scenarios listed below. Budgets must include a detailed accounting of costs and not simply a lump sum budget or cost per knock.
