About the Role:
Reproductive Freedom for All seeks a seasoned Independent Expenditure (IE) Director for a cycle-limited role. This position will lead the organization’s multi-state IE program to advance political and electoral goals, developing and executing a comprehensive paid communications and accountability strategy to elect reproductive freedom champions. The Director will manage multimillion-dollar budgets, direct message testing and creative development, coordinate closely with allies and IE tables, and ensure full compliance with FEC and state regulations. This role requires strong strategic judgment, experience running large-scale IE or campaign operations, and a deep commitment to advancing reproductive freedom, equity, and justice.

Salary range: $110,000 - $150,000

Details: Full- Time; FLSA-Exempt, Non-Union, Temporary (through December 31, 2026)
Responsibilities:
- Lead and manage Reproductive Freedom for All’s Independent Expenditure (IE) program to advance the organization’s political and electoral goals;
- Develop and execute a comprehensive independent expenditure strategy and corresponding tactics to elect reproductive freedom champions and hold opponents accountable;
- Manage the IE budgets, paid communications programs, and direct voter contact programs across multiple states;
- Manage IE staff and work directly with IE consultants, building an inclusive, high-performing team that reflects the diversity of the communities we serve;
- Collaborate with senior leadership to set the overall vision, goals, metrics, and timelines for IE activity that align with organizational priorities and values, as legally permissible;
- Manage the development and implementation of message and ad testing, polling, and creative content to ensure that paid communications are evidence-backed, effective, inclusive, and grounded in our mission;
- In coordination with the Data & Analytics department, drive electoral targeting and direct voter contact experimentation and programming;
- Serve as the staff lead on independent expenditure side coordination with allied organizations, coalitions, and IE tables, representing Reproductive Freedom for All as a trusted and strategic partner;
- Track all tactics, products, and testing for use by relevant departments, as legally permissible;
- Work closely with legal, compliance, and finance teams to ensure all IE activities meet applicable FEC and state-level requirements and reporting standards;
- Partner with staff on the independent expenditure side of the Communications team to ensure message alignment and consistency across IE programs, earned media, and candidate engagement efforts;
- Collaborate with the Development team to brief donors and partners on IE strategy, impact, and outcomes, including preparation of materials for reports and proposals, as legally permissible;
- Regularly brief senior leadership and the Board on IE performance, strategy, and evolving political dynamics within FEC and state compliance guidelines both verbally and written;
- Increase Reproductive Freedom for All’s visibility and influence in national and state-level electoral work, including serving as an organizational spokesperson upon request;
- Prepare an end of cycle report that includes overarching strategy, tactics, testing and polling, and other relevant information; and
- Other duties may be assigned consistent with the responsibilities and qualifications of this job description.
Qualifications:
- At least eight years (three to five election cycles) of experience managing large-scale independent expenditure or campaign operations;
- Demonstrated ability to manage multimillion-dollar paid communications programs across diverse media markets;
- Experience with polling, research, paid media planning, and budget management;
- Proven success in managing consultant and vendor relationships, including creative, media buying, and research partners;
- Strong strategic acumen and political judgment, with the ability to make independent decisions under pressure;
- Excellent organizational, written, and verbal communication skills, with attention to detail and clarity;
- High emotional intelligence and strong interpersonal skills;
- Proven ability and desire to work in collaboration with individuals with different lives experiences;
- Demonstrated commitment to protecting and expanding reproductive freedom, and to advancing equity, inclusion, and justice in all aspects of the work;
- Ability to manage multiple complex projects and timelines simultaneously, working collaboratively across teams and with external partners;
- Willingness to travel as needed for coordination with campaigns, partners, and coalition allies.

- Experience integrating reproductive rights, health, and justice frameworks into political strategy;
- Familiarity with coalition management, issue-based organizing, and relational political ecosystems;
- Experience in data-driven message development and creative production.
