Summary
For more than three decades, LGBTQ+ Victory Fund, along with LGBTQ+ Victory Institute and LGBTQ+ Victory Action, has helped to train, place, and elect thousands of openly LGBTQ+ public officials at every level of government. Our leaders have been catalysts for expanding legal rights for LGBTQ+ people across the country, and they have transformed our nation’s policies and shifted our political landscape towards equality, one election at a time. Today, over 1200 LGBTQ+ Americans are serving in elected office due to the work of Victory. Victory’s work continues as LGBTQ+ people are severely underrepresented in all levels of government – serving in only 0.25% of all elected offices in the United States.
General Responsibilities
Reporting to the Vice President of Political Programs, and in strong partnership with the Chief Development Officer, the Engagement Director is responsible for the strategic growth and function of the Victory Campaign Board (VCB) and Caucus programs that are the basis of hundreds of external stakeholder involvements with Victory organizations.
The Director will design, lead, and execute strategy for the programs they oversee. They will organize with stakeholders to increase the visibility and scope of these Victory programs to create new opportunities for LGBTQ+ communities to build political power. Engagement efforts will be in tandem with Victory’s candidates and include being present on the ground when necessary. They will also work with the political team to grow and leverage organizational partnerships.
The Director will supervise the VCB Manager and Engagement Manager.
Programs that this position will oversee include:
Victory Campaign Board (VCB) - The backbone of Victory’s mission to elect LGBTQ+ people, this group of over 175 donors from across the country fundraises for our endorsed candidates and executes efforts to support them. These are critical leaders in their respective communities when it comes to ensuring LGBTQ+ electoral success as the VCB is empowered to award Victory Fund’s coveted candidate endorsement.
Black Leaders Caucus (BLC) - Victory’s Black Leaders Caucus is dedicated to growing the number of Black LGBTQ+ elected officials around the country. They raise funds for individual Victory endorsed Black candidates and for Victory’s BLC Fund, a directed PAC account. Members also work closely with Victory to help identify future candidates, support current candidates, and engage communities across the country to do the same.
Our Future Leaders Caucus– Our Future Leaders Caucus is Victory’s Gen Z and Millennial engagement program. It is comprised of a nationwide network of LGBTQ+ people under the age of 40 who are working to elect LGBTQ+ leaders in their communities. Through this program, members are able to support Victory’s organizations and our candidates, as well as explore the possibility of serving in public office.
Trans and Non-Binary Caucus**(TLC)**– The nascent Trans and Non-Binary Caucus will build on the successes of the BLC and will be dedicated to growing the number of trans and non-binary LGBTQ+ elected officials around the country. They will raise funds for individual Victory endorsed Trans and Non-Binary candidates and for Victory’s TLC Fund, a directed PAC account. Members will work closely with Victory to help identify future candidates, support current candidates, and engage communities across the country to do the same.
Additional Caucuses— Victory will add additional affinity caucuses as staff capacity and community interest allow. Identifying such opportunities will be a responsibility of the Director.
Management of Victory Programs
· Direct the day-to-day operations of the Victory Campaign Board and Caucus programs and serve as the lead organizational point of contact, along with VCB and Engagement Managers.
· Oversee the recruitment and onboarding of all VCB and Caucus members.
· Conduct regular, in-depth engagement with individual program members as well as VCB and Caucus leaders.
· Ensure that there is smooth communications and information sharing between the VCB and Caucus programs and the political and development teams.
· Oversee the VCB and Caucus Managers in the execution of four annual VCB board meetings (two in-person with virtual options to attend and two virtual only) and quarterly caucus meetings.[KC1]
· Meet with political and development teams regularly to review political and organizational fundraising priorities and how VCB and Victory Caucus programming aligns.
· Strategically develop VCB and Caucus marketing and fundraising plans to strengthen the programs’ visibility and ensure that fundraising goals are met.

Effectively manage Engagement and VCB Managers in list management and website updates, administrative work, document preparation, and scheduling.

Work with Political team to determine actions VCB and Caucuses can take for Victory’s candidates and oversee them; This can include field deployments, voter contact, and fundraising on behalf of candidates.
Growing Victory Programs and Fundraising
· Develop a strategic plan for Caucus growth, including short and long-term projects that support both Victory and the organization’s political fundraising efforts. Ensure that the initiatives also align with Victory’s overall strategic growth plan.
· Direct the implementation of these strategic plans in partnership with the programs’ volunteer leaders and Engagement Manager.
· Manage the growth of Victory’s PAC fundraising program which involves identifying, cultivating and solicitating Victory's PAC fundraising prospects. This includes direct solicitations and managing the execution of an annual fundraising event with the VCB Manager.
· Serve as the lead point of contact for Victory candidates and campaigns wanting to engage Victory in their fundraising efforts.
· Oversee the engagement and support of VCB and Caucus members to raise funds for targeted candidates and the political operation’s various fundraising initiatives and PAC accounts (General Operations, Victory Fund’s PAC, various state PACs, Super PAC and direct bundled campaign contributions).
· In conjunction with the VCB Manager, develop a plan to ensure that VCB members achieve 100% of their give/get fundraising responsibilities
· Set and achieve fundraising goals with BLC, TLC, and Future Leaders program leadership.
· Provide routine updates and reports on the overall state of VCB and Caucus related fundraising activities to the Chief Development Officer and VP of Political Programs.
Qualifications
· Bachelor's degree from four-year college or university, plus at least six years related experience and/or training; or equivalent combination of education and/or experience.
· Experience in developing programs for stakeholder groups.
· Record of accomplishment in managing committees/coalitions among diverse stakeholders and reaching a consensus for action.
· Understanding of political environments, campaign finances and bundling operations, and board relations.
· Political experience in field, management, and/or PAC work is a plus.
· Proven ability as a strong writer, analyst, and team player.
· Dexterity to work in a fast-paced, campaign-oriented environment.
· Excellent communication, presentation, and interpersonal skills.
· Ability to handle and compile privileged information.
· Impeccable follow up and follow through.
· Detail oriented with strong organization and critical thinking skills.
· Excellent time and project management skills; able to manage multiple priorities simultaneously.
· Willingness to work beyond traditional business hours.
· Commitment to the mission is necessary.
