About the Indiana Voices and Indiana Votes Data Manager Job

Data is one of the most important and powerful ways we support grassroots organizing and social change in the states. The Data Manager plays an important role in helping to set shared strategy among a wide set of organizations that sit at the state tables. The person in this position is responsible for using voter, demographic, and other data to help inform partner programs. They support groups with the integration of data in field organizing strategies. The Data Manager also informs the collective strategic planning process. The Data Manager works at the direction of the Executive Director of Indiana Voices and Indiana Votes.

Principal Responsibilities for the Data Manager include:

Data Strategy and Partner Support

  • Using data, VAN, Every Action and other technologies, work with partner organizations to support the development of their field organizing and voter contact plans and make strategic recommendations on how best to use data effectively, including standards for data collection, data acquisition, and preservation. Monitoring and sharing best practices among the partners

  • Provide relevant materials that support collective strategy and partner programs, including the creation of target universes, list match reports, and trends/disparity analyses.

  • Understand the benefits of relational organizing, texting and other emerging technologies and tools to recommend ways they can be used to implement programs

  • Provide technical assistance with the use of VAN and other field tools which includes handling partner data requests, uploading data, setting up predictive dialer phone banks, robocalls and robosurveys, supporting MiniVAN, etc.

  • Collaborate with table data managers/volunteers and build a regular check-in schedule to ensure collaboration.

  • Provide training on the best practices of better data hygiene and data collection practices.

  • Train partners on and administer digital organizing tools.

Tools Administration, Management and Landscape Analysis

  • Monitor use of the systems to ensure compliance with state and national policies, including the MOU process.

  • Maintain documentation of all voter contact, turnout, and election protection data.

  • Make recommendations for additional field tools that will support the table’s strategy and partner field work.

  • Provide administration for VAN and other civic engagement tools by managing user and security settings for table partners and their consultants

  • Provide support with administration of VAN and other field tools, including technical assistance, and monitoring the use of the system to ensure compliance with state and national policies.

  • Understand and facilitate the process around data warehousing, pipeline set up and historical analysis

Experience & Skills

The ideal candidate will possess the following minimum qualifications:

  • At least one year serving in a data role, or at least two previous cycles of field experience.

  • Experience using VAN (Voter Activation Network)/VoteBuilder or other civic engagement platforms.

  • Base knowledge of how to read and understand voter, demographic, and other data sets and ability to communicate about that data to non-technical audiences.

  • Advanced proficiency in Excel and/or Google Sheets.

  • Experience working in coalition with partners, or experience working in diverse communities, particularly in communities of color.

  • Candidates must have a willingness and aptitude to seek out and learn new technical skills that will further the mission of the table and assist in presenting data to partners in an accessible manner.

  • Demonstrated commitment to racial and gender equity and record of success working with communities of color, women, low-income people, LGBTQIA individuals, and other historically marginalized communities.

  • Understanding of both C3 and C4 compliance and a desire to work with progressive organizations is encouraged.

  • Understanding of the political and governing system of Indiana at a state and local level.

  • Experience with or knowledge of data management, database administration, reporting and analysis, and/or digital organizing tools.

  • Experience with Big Query and Google Looker - a plus.

  • Experience with SQL or similar coding languages.

  • Understanding and experience with statistics and research methods is a plus.

Compensation and Benefits: The position is full-time and based in Indiana. This will be a remote position. Candidate must reside in the state of Indiana or willing to relocate to Indiana. The role requires regular travel in state and occasional travel out of state. The salary range is commensurate with experience and will be in the range of $68,000-$73,000 per year. As an employee of the Indiana Voices and Votes, you will receive health, vision and dental insurance. Data Manager will be eligible for our 401k plan with a 4% employer match which will begin after six months of employment.
