About the Race

MD Leg. District 13 is looking to be a competitive race in 2026 for an open seat in the Maryland House of Delegates. District 13, located in Howard County, elects three delegates. Currently two of the incumbent delegates are set to run again in 2026 with multiple candidates already campaigning for the open third seat. District 13 is a solid Democrat district, so most of the fight will be during the primary season battling the multiple Democratic candidates.

What Will You Do?

Delbert Jackson’s campaign is seeking a Campaign Manager to be responsible for leading and managing the day to day operations of the campaign from the end of 2025 through November 30, 2026. The position is based in Elkridge, MD. We are open to a hybrid/ flexible work schedule. Office space is available at the campaign HQ.

Responsibilities include:

  • Draft and implement a comprehensive campaign plan with an emphasis on messaging, fundraising and voter engagement/mobilization.

  • Lead candidate, consultants, staff, and volunteers to achieve campaign’s strategic priorities.

  • Set and manage priorities for candidate time and activities.

  • In partnership with Fundraising/ Finance Staff, create a fundraising operation to raise ~$90,000 by Election Day.

  • Manage the campaign’s budget and cash flow.

  • Oversee implementation of core campaign strategies and tactics, the campaign plan including drafting/approving messaging and communications, direct mail, digital or TV advertising, campaign events, and comprehensive field operation.

  • Serve as the liaison for the campaign to the state Democratic Party.

  • Build relationships with local community leaders, grasstops and grassroots individuals, members of the press, and potential endorsers.

  • Have knowledge of campaign concepts & strategies.

  • Be detail-oriented & organized.

  • Have excellent verbal and written communication skills.

  • Display a strong interest in learning internal party channels to accomplish your team’s needs.

  • Have a valid U.S. Driver's License along with reliable transportation.

  • Bring previous experience using VAN (Votebuilder) or the ability to quickly learn.

If possible, but not required, you will also:

  • Bring experience working in MD Campaign Reporting Information System (MDCRIS)

  • Have prior experience working on a campaign

The salary for this position is between $800-1,200 month commensurate with experience. The position is based in Elkridge, MD. We are open to hybrid/ flexible work schedule. Office space is available at the campaign HQ.
