POSITION: HR Specialist
LOCATION: Washington, DC
American Bridge 21st Century PAC, a progressive research and communications organization dedicated to holding Republicans accountable for their words and actions, is hiring a full-time ** HR Specialist** to join our** Operations** team. This position is based in our Washington, DC office four days per week, with the option to work remotely on Fridays.
Primary responsibilities include:

Own and administer employee benefits and required HR documentation, serving as the primary point of contact for benefits-related matters; analyze usage, trends, and recurring issues to recommend process, vendor, or policy improvements.

Oversee and continuously refine end-to-end onboarding and offboarding, designing and managing processes that ensure a consistent, compliant, and supportive employee experience aligned with AB PAC’s goals and culture.

Provide interpretive guidance on HR policies, procedures, and workplace practices, exercising independent judgment to advise employees and senior leadership, including assessing risk and recommending mitigation strategies.

Engage with external partners, networks, and professional organizations to support recruitment strategy and strengthen the organization’s brand with prospective candidates and stakeholders.

Maintain and evaluate confidential personnel record systems, ensuring compliance with internal policies and applicable laws, and recommending improvements to systems, controls, and workflows.

Partner strategically with the Finance team on payroll and timekeeping processes, including reviewing workflows, identifying issues, and recommending improvements to ensure accuracy, compliance, and efficiency.

Own and support the full performance management cycle, including evaluation frameworks, feedback processes, and professional development initiatives; advise managers on implementation and continuous improvement.

Monitor federal, state, and local employment laws, contributing to the development, implementation, and ongoing maintenance of HR policies and compliance practices.

Ensure adherence to the Employee Handbook and Collective Bargaining Agreement (CBA) by advising senior leadership on interpretation, procedures, and compliance considerations.

Collaborate with Operations team and senior leadership to design and implement culture-building, employee engagement, and staff wellness initiatives, evaluating outcomes and recommending adjustments.

Lead or contribute to special HR and operations initiatives, applying discretion, problem-solving, and independent judgment to advance organizational priorities beyond routine HR administration.
Skills and qualifications required:

3–5 years of experience in Human Resources or a related field with demonstrated ownership of HR programs, processes, and decision-making; experience in political, advocacy, or nonprofit environments strongly preferred.

Experience working with a unionized workforce or within an organization governed by a Collective Bargaining Agreement strongly preferred.

SHRM-CP or SHRM-SCP certification required.

Strong knowledge of HR best practices, compliance requirements, and general employment law, with the ability to interpret and apply policies to organizational decisions and ensure compliance.

Excellent written and verbal communication skills, with the ability to build strong relationships across the organization and guide decisionmaking on HR efforts and initiatives.

Demonstrated discretion and sound judgment when handling confidential or sensitive information, including evaluating complex employee relations matters and making recommendations to leadership.

Highly organized and detail-oriented, with the ability to manage multiple priorities in a fast-paced environment, and independently plan and execute HR projects in coordination with the Operations Director.

Proficiency with ADP and Google Workspace preferred.

Proactive, solutions-oriented mindset, with experience identifying HR-related risks or opportunities and proposing effective, compliant solutions.

We offer a competitive salary range for this position ($80,000 - $95,000) and a strong benefits package.
