Position Overview
The Network Manager/Network Director reports directly to the Executive Director and leads and maintains core relationships with Anchor organization staff as their main liaison with AAPN. The Network Manager/Network Director ensures Anchors receive timely, tailored support to strengthen their year-round electoral and base-building work. This role proactively assesses Anchor needs by maintaining a strong pulse on challenges and opportunities across the network, and coordinates capacity-building resources, trainings, data, and technical assistance, and facilitates high-quality convenings and peer-learning spaces that drive shared learning and impact and deepen effectiveness and collaboration.

Anchor Engagement & Network Support (30%)
-
Serve as the primary point of contact and trusted partner for all Anchor organizations, building strong, consistent relationships with staff at all levels.

Maintain regular, proactive communication to understand Anchor needs, challenges, and opportunities in real time.

Serve as the internal advocate for unique Anchor organizations’ needs.
-
Ensure Anchors are receiving necessary national movement news, resources, and opportunities through regular updates and clips.

Capacity Building & Program Support (30%)
-
Monitor trends & challenges across states; intake and assess support needs; and proactively recommend, develop, and coordinate timely connections to relevant trainings, resources, peer supports, data, and technical assistance - both internally and with external partners.

Provide individualized support, strategic review, small-group coaching, and network-wide trainings in response to identified needs.

Support Anchors & EDs in developing research plans to support data-driven messaging and strategy; support Anchors to adjust electoral plans according to research findings.

Provide extra strategic capacity for Anchor electoral programming, including GOTV.

Trainings, Convenings & Learning Spaces (30%)
-
Design and facilitate 3+ in-person Anchor convening spaces per year; monthly virtual professional development/political education sessions for Anchor organizations, and discussion forums/working groups as needed.

Using adult learning principles, facilitate effective, rigorous learning spaces with high engagement, clear learning outcomes, and meaningful cross-organizational connection.

Organize Anchor exchange opportunities (site visits, shadowing opportunities), document key learnings, debriefs, and follow-up actions.

Lead virtual Slack space, developing a network-wide culture of celebration, support, and rigor by facilitating ongoing virtual connection.

Data, Tools, and Technical Support Coordination (10%)

Collaborate with Data Director to ensure Anchors have access to the data, tools, platforms, ad technical services required for effective electoral & organizing work.

Collaborate with Data Director and Executive Director to advise Anchors on data-driven strategy and adjustments through election season.
Additional Responsibilities for Director Level

Provide strategic leadership for the overall Anchor support model and learning agenda

Supervise and support staff or contractors contributing to network programming
-
Own or co-manage the network program budget in partnership with the Executive Director

Help assess long-term network needs and inform organizational strategy and growth

While the core responsibilities of this role remain consistent, candidates hired at the Director level will be expected to take on a higher level of strategic leadership, including deeper ownership over program design, staff management, cross-departmental coordination, and budget oversigh.
Required Qualifications
AAPN intends to hire one individual for this role and will determine the final title and salary aligned with the candidate’s experience, including years of relevant program leadership, people management experience, and demonstrated ability to lead complex, multi-organizational work.

Experience designing, facilitating, and managing trainings, convenings, or cohort-style learning spaces with adult & hands-on, experiential learning principles- both virtual and in person.

Minimum 2+ years of leadership managing state-based, on-the-ground organizing, within civic engagement, base-building, or electoral programs.

Strong relationship-building skills across multiple organizations, teams, and geographies: able to build trust quickly.

Alignment with AAPN’s mission and values and commitment to social, economic, and racial justice.

Exceptional project management and coordination skills, with the ability to juggle many moving pieces across multiple organizations and stakeholders, and follow through.

Enjoys being a “connector,” able to assess needs and respond quickly and follow through by connecting anchors to the right tools, trainers, and resources.

Clear, effective communicator - both written and verbal.

Experience and comfort facilitating conversations and trainings with 5 to 100 attendees, both virtual and in person.

Organized, systems-minded, and able to build processes for tracking anchor needs, touchpoints, and follow up.
-
Deep commitment to state-based power building and supporting leaders doing on the ground work.

Collaborative, service-oriented mindset, with a willingness to “figure it out” and be the go-to person for Anchor needs.

Ability to work independently & remotely, and ability to travel domestically for Anchor site visits 8-12 times a year.
Additional Qualifications for Director Level
-
4+ years of experience leading programs within civic engagement, organizing, base-building, or electoral work.

At least 2+ years of full-time staff management experience, including supervision, coaching, and performance support.

Experience overseeing or managing program or departmental budgets, including forecasting, tracking expenses, and aligning spending with program goals.
-
Demonstrated ability to lead complex, cross-organizational initiatives and serve as a senior thought partner to organizational leadership.
Preferred Qualifications

Experience working with Asian American organizations, coalitions, or communities
-
Experience working across multi-entity structures (c3, c4, PACs), with experience developing and executing strategy, program, and coordination across entities.

Familiarity with the AAPN ecosystem or Anchor organizations.

Background in adult learning, leadership development, or coaching.
-
Experience with data tools commonly used in electoral/organizing work (VAN, PDI, EveryAction, etc).
Work Environment / Physical Demands
This position will be fully remote; this position requires domestic travel 8-12 times a year.
Physical demands: Able to work on a computer including sitting at a desk for extended periods of time with or without reasonable accommodation; manual dexterity to operate a keyboard; able to see or read a computer screen and printed material with or without vision aids; able to speak clearly and in audible tones on the phone and in-person and be understood by others; able to hear and understand speech, including on the phone; able to understand and follow oral and written instructions;

Employment Terms
This is a full time position. This position is exempt with an estimated schedule of 40 hours per week.
This role will be hired at either the Manager or Director level, depending on the experience, scope, and demonstrated leadership of the selected candidate. AAPN intends to hire one individual for htis role and will determine the final title and compensation based on the strength and depth of the application pool.
The annual salary range for the Network Manager role is $80,000 - $90,000.
The annual salary range for the Network Director role is $90,000 - $105,000.
