Founded in 2019 by five openly LGBTQ members of the Texas House of Representatives, the Texas House LGBTQ Caucus was established in response to an unprecedented wave of legislation targeting LGBTQ Texans. For the first time in Texas history, more than two openly LGBTQ legislators were elected to represent Texans in the State Capitol, creating a historic opportunity to organize, advocate, and fight for equality within the Legislature.

Four legislative sessions later—and following one of the most aggressive legislative attacks on LGBTQ Texans in state history—the Caucus is preparing for the 90th Texas Legislature and the work ahead. The Executive Director will play a critical leadership role in strengthening the Caucus, expanding its statewide impact, and advancing policies that protect the dignity, safety, and freedom of LGBTQ Texans.

Working under the direction of the Caucus Chair and in partnership with Caucus membership, the Executive Director will serve as the organization's chief administrative, strategic, and operational leader. This individual will oversee legislative strategy implementation, fundraising, communications, coalition building, organizational management, and day-to-day operations while helping position the Caucus as the leading voice for LGBTQ Texans in the Texas Legislature.

Essential duties include but are not limited to:

• Planning and executing the Caucus’ strategic vision during the legislative session and the interim;

• Building and managing a multi-pronged fundraising program that will rely on both corporate sponsorships and individual donors;

• Developing a strategic communications strategy for the Caucus before, during, and after session, which includes social media management, press release drafting, and website maintenance;

• Managing relationships with legislators, donors, advocates and strategic allies, lobbyists, legislative staffers, vendors, and press;

• Hiring and management of staff, interns, and volunteers;

• Internal accounting, budget development, revenue forecasting, payroll administration, serving as the primary human resources officer of the organization, required financial compliance reporting to state and federal authorities;

• Hands-on fundraising activity through call time and donor meetings, and the production of materials that aid Caucus leadership in fundraising;

• Executing legislative strategy set by the Caucus Chair; and

• Drafting briefing memos and conducting policy trainings for members and staff.

Required qualifications:

• Bachelor’s degree from an accredited college or university, or four consecutive years work experience in LGBTQIA+ policy.

• Experience working in or around the Texas Legislature, including at least two regular legislative sessions.

• Proven fundraising experience, including major donor cultivation and major event planning.

• Demonstrated success managing staff, interns, consultants, or volunteers

• Exceptional written and verbal communication skills.

• Strong organizational, project management, and strategic planning abilities.

• Experience managing budgets and organizational operations.

• Ability to balance multiple priorities in a fast-paced political environment.

• Strong interpersonal skills and the ability to work collaboratively with elected officials, staff, advocates, donors, and community partners.

Preferred qualifications:

• Lived experience within the LGBTQ community or a strong history of advocacy alongside LGBTQ communities.

• Demonstrated commitment to advancing LGBTQ equality and civil rights.

• Experience with nonprofit governance and board relations.

• Experience in political communications, media relations, or digital advocacy.

• Master’s Degree or Juris Doctorate Degree

• Familiarity with campaign finance, ethics, and nonprofit compliance requirements.

• Grant writing or foundation fundraising experience.

Work Requirements:

The Executive Director will be required to work some evenings and weekends regularly. During the legislative session, they will be expected to work extended hours. The Executive Director will also be expected to stay current with emerging policy and political changes impacting LGBTQIA+ people across the country. The Executive Director will work closely with the LGBTQ Caucus Senior Advisor to strategize, troubleshoot, and execute plans set by Caucus leadership. Travel throughout the state will be required. This position is based in Austin, Texas.
