JOB DESCRIPTION
Job Summary
The Virginia House Democratic Caucus (VHDC) seeks a Policy and Legislative Director to assist in developing policy positions and legislative initiatives, tracking of legislation, assisting with caucus operations, and working with stakeholders to build an affordable, resilient, and secure Virginia. This is an in-person position based in Richmond, VA. Applications are being considered on a rolling basis with the goal of an immediate start date.
Job Responsibilities

Lead the clear, consistent, and accurate monitoring, tracking, assessment, and reporting of Caucus policy priorities and other bills throughout the legislative process to Caucus Leadership, House Members, the Executive Director, and other stakeholders.

Research emerging policy trends and stay abreast of relevant studies and recommendations by state boards and commissions.

Develop and disseminate policy materials to support Caucus members, including talking points, bill summaries, legislation status, FOIA procedures, etc.

Collaborate with Communications Director and other staff to ensure Caucus policy and legislative priorities are incorporated into Caucus messaging and communications.

Support caucus campaign efforts to protect and expand our Democratic Majority, including working with the Executive Director and campaign staff to provide legislative updates, assist with questionnaires, and other projects to support candidates.

Build relationships and liaise effectively with a wide range of stakeholders, including elected officials, government officials, legislative staff, lobbyists, advocates, and candidates.

Assist the Executive Director with caucus operations, including implementing and maintaining standard office procedures, completing new employee paperwork, managing office supplies, liaising with Caucus HR and compliance vendors, etc.

Other duties as assigned by Caucus Leadership and the Executive Director.
Minimum Qualifications

Strong organizational and time management skills, including the ability to prioritize objectives, juggle multiple projects, and maintain consistent attention to detail in a fast paced environment.

Ability to take both initiative and direction while managing multiple projects with competing deadlines.

Exercise discretion, confidentiality, and political judgement.

Excellent verbal and written communication skills.

Comfort working strategically and effectively with elected officials, including Caucus members, legislative staff, and a wide range of stakeholders.

Commitment to the values and ideals of the Democratic Party.

Willingness and ability to work extensive hours, including nights and weekends as needed.

Proficiency in Google Suite, including Docs and Sheets.
Ideal Qualifications

Deep knowledge of the Virginia General Assembly, including legislative process, organization, and procedures.

Experience developing and implementing standard office procedures, and working with external vendors.

This is an in-person position based in Richmond, Virginia. The incumbent works closely with Caucus Leadership and reports to the Executive Director.

The salary range is $80,000 to $90,000 per year, commensurate with experience. VHDC offers a full health care benefits package, including vision and dental coverage.
