About the Campaign
Councilmember Evan Glass is running for Montgomery County Executive. A progressive leader,
Councilmember Glass is dedicated to building a stronger, more inclusive community — one
where families can afford to live, children receive a world-class education, and every resident is
respected and supported.
The first openly LGBTQ+ person elected to the County Council, Councilmember Glass has
championed pay equity, housing justice, environmental protections, and transit access.
This campaign is ambitious in scope — covering the entire county, engaging thousands of
volunteers and voters, leveraging public financing, and organizing at a scale akin to a
congressional race. Grounded in grassroots energy, community organizing, and progressive
values, this campaign seeks a Campaign Manager who shares this vision and is ready to lead a
dynamic, high-stakes effort to shape the future of Montgomery County.
Position Overview
The Campaign Manager will serve as the senior staff member overseeing all aspects of the
campaign’s operations, strategy, and execution. This includes managing staff and consultants,
driving fundraising and field goals, overseeing communications and digital strategy, ensuring
strong stakeholder engagement, and maintaining a data-driven approach to decision-making.
The ideal candidate is a highly organized, creative, and values-aligned professional who thrives
in a fast-paced environment and brings deep political experience, local understanding, and
proven leadership to the role.
Key Responsibilities
Strategic Leadership & Management
● Develop and execute the campaign plan in collaboration with the candidate, advisors,
and consultants.
● Manage campaign staff, consultants, interns, and volunteers across departments (field,
digital, comms, finance, operations).
● Set and track measurable goals and ensure accountability for performance and
timelines.
● Advise the candidate on strategy, messaging, and priorities.
Fundraising
● Work closely with the campaign team to meet ambitious fundraising goals within the
public financing system.
● Participate in call time planning, donor follow-up, and fundraising events.
● Help drive creative fundraising initiatives, digital engagement, and small-dollar donor
growth.
Field & Voter Contact
● Oversee the design and execution of a large-scale field program including voter
targeting, canvassing, phone banking, relational organizing, and GOTV operations.
● Ensure robust volunteer recruitment, engagement, and retention.
Communications & Digital
● Coordinate with communications and digital consultants to implement paid, earned, and
owned media strategies across digital, print, and broadcast channels.
● Maintain message consistency across all channels and ensure rapid response to
developments.
● Ensure content reflects campaign values, resonates with target audiences, and supports
voter contact and fundraising goals.
Operations & Compliance
● Manage campaign budget, expenditures, and vendor relationships.
● Ensure compliance with Maryland campaign finance laws and reporting requirements.
Qualifications
● At least 5 years of political campaign experience, with a proven record of success in
senior leadership or management roles (e.g., Campaign Manager, Deputy Campaign
Manager, Political Director, or equivalent)
● Experience managing large-scale, high-budget campaigns.
● Deep understanding of the Montgomery County political landscape, including key
constituencies, media markets, and community stakeholders.
● Excellent written, verbal, and interpersonal communication skills.
● Proven ability to recruit, train, and motivate staff and volunteers.
● Familiarity with NGP VAN, Google Workspace, and digital campaign tools.
● Valid driver’s license and reliable transportation.
Compensation
● Salary range: commensurate with experience.
