Position: Program Manager

About the Position: The Maryland Democratic Party is seeking a Program Manager to lead the execution of the Party’s “Fight Back” plan — a comprehensive initiative focused on strengthening the Party’s infrastructure, expanding its communications reach, and building programs that meet voters where they are ahead of the 2026 elections.

This role will serve as the central driver of several strategic initiatives, including candidate pipeline development, voter registration efforts, targeted community engagement, and expanded training programs. The Program Manager will play a critical role in positioning the MDP as the convener and epicenter of Democratic organizing across Maryland.

Responsibilities include but are not limited to:

  • Lead the planning and execution of statewide programmatic initiatives that strengthen the Maryland Democratic Party’s infrastructure, expand voter engagement, and support electoral success ahead of the 2026 elections.
  • Coordinate and support Party-building programs, including candidate pipeline development, campaign training initiatives, and voter registration efforts, in partnership with Party leadership and local stakeholders.
  • Support targeted outreach and engagement strategies designed to increase Democratic performance and participation in priority communities across the state.
  • Develop and maintain program work plans, timelines, tracking tools, and internal processes to support effective implementation and evaluation.
  • Collaborate with Party leadership, communications, organizing, and fundraising teams, as well as county central committees and external partners, to integrate programmatic work into broader Party priorities
  • Provide training and technical support to candidates, staff, volunteers, and local party leaders as appropriate
  • Prepare reports, documentation, and internal resources as needed
  • Other duties as assigned.

Qualifications:

  • Experience in political organizing or party infrastructure development.
  • Strong project management and organizational skills.
  • Experience building or managing multi-layered programs with measurable outcomes.
  • Ability to collaborate across departments and manage multiple priorities simultaneously.
  • Strong written and verbal communication skills.
  • Willingness to work irregular hours, including occasional nights and weekends during peak cycles
  • Reliable transportation and ability to travel as needed
  • Strong commitment to Democratic values and enthusiasm for electing Democrats up and down the ballot
  • A creative mindset and eagerness to try new things

Employment Type: This is a full-time position anticipated to run through November 30, 2026. Continuation of the role beyond that date will be evaluated based on organizational needs, programmatic priorities, and budget considerations following the 2026 election cycle. This position is classified as exempt under the Fair Labor Standards Act (FLSA) and is at-will employment.

Start Date: Applications will be reviewed on a rolling basis with a preference for a start date of April 1, 2026. Compensation: This position is classified as non-exempt and offers an annualized salary range of $65,000 – $80,000, commensurate with experience, with benefits available during the term of employment. The anticipated term of this position is April 1 through November 30, 2026, though the start date may be flexible based on candidate availability. This position is at-will employment and is based in Annapolis, Maryland for in-person work days.
