ABOUT NAPAWF

Founded in 1996 by 100 Asian American and Pacific Islander (AAPI) women, NAPAWF (National Asian Pacific American Women's Forum) is the only organization dedicated to empowering AAPI women and girls and gender non-conforming folks to impact policy and drive systemic change in the U.S. NAPAWF is building a movement for social, political, and structural change by building a multilingual, multigenerational membership that encompasses the diversity of the AAPI community.

Employing a reproductive justice framework, we use organizing, advocacy, and communications strategies to assert full agency over our lives, our families, and our communities. The organization also stands in solidarity with other women of color facing oppression and marginalization. NAPAWF focuses on three core issues employing an intersectional approach that holistically centers the experiences and stories of AAPI women and girls:

  • Reproductive Rights and Health

  • Economic Justice

  • Immigration and Racial Justice

POSITION SUMMARY

The Chief Program Officer (CPO) is a senior executive responsible for ensuring the effective design, coordination, and execution of NAPAWF’s programs. This role focuses on program management, delivery, systems, and accountability, translating organizational strategy into high-quality, on-time, and well-coordinated programmatic outcomes.

The CPO partners closely with program leaders, policy staff, and the executive team to strengthen program infrastructure, improve cross-team coordination, and ensure programs are implemented in alignment with NAPAWF’s mission, values, and commitments to Asian American and Pacific Islander women and gender-expansive communities. This role is not the primary owner of movement voice, community representation, or external advocacy.

LOCATION

The Chief Program Officer will work remotely from Washington, DC and will require travel for retreats, convenings, and events.

KEY RESPONSIBILITIES

Program Execution & Project Management

  • Oversee the planning, execution, and delivery of NAPAWF’s program portfolio.

  • Establish and maintain program management systems, including workplans, milestones, and risk tracking.

  • Support program teams in translating strategy into clear deliverables, timelines, and responsibilities.

Cross-Program Coordination & Systems

  • Strengthen coordination across programs, policy, communications, finance, and operations.

  • Identify and address operational bottlenecks and implementation risks.

  • Partner with Operations and Finance to ensure programs are properly resourced and compliant.

People Leadership & Support

  • Provide accountable, supportive leadership to program directors and managers.

  • Foster a culture of clarity, collaboration, and shared accountability.

  • Coach leaders on planning, prioritization, and execution.

Program Quality & Learning

  • Ensure program work reflects NAPAWF’s values and accountability to AAPI communities.

  • Support data-informed learning and continuous improvement.

  • Partner with executive leadership to ensure align programs with movement context.

Internal Strategy & Leadership Collaboration

  • Serve as a member of the senior leadership team.

  • Collaborate with the executive team and senior leadership to ensure alignment.

  • Support organizational change with structure and follow-through.

Scope & Reporting

  • Executive-level role reporting to the Executive Director.

  • Oversees program staff and program operations.

  • Accountable for program delivery and internal coordination.

  • Does not serve as the primary external spokesperson for the organization.

  • 10+ years of experience leading complex programs or portfolios.

  • Demonstrated strength in project management and execution.

SALARY & BENEFITS

The annual salary range for this position is $180,000 - $225,000 - salary commensurate with experience.

Employees and their eligible dependents receive fully covered medical and dental premiums, with NAPAWF also covering co-pays, deductibles, prescriptions, and coinsurance. NAPAWF also offers full-time employees 15 days of vacation in the first year, 20 days of sick leave, FSA options as well as paid holidays between December 25 and January 1 of each year.
