POSITION SUMMARY:
The NC Chapter seeks a program manager to execute a multi year grant awarded by the City of Durham to build the supply of Child Care and Home Care workforce in Durham, and provide a comprehensive program of critical workforce development training, education, leadership building, and other workforce supports . Program manager will ensure chapter meets deliverables of grant, including designing and implementing workforce development programs, recruiting, launching, and managing education cohorts, cultivating partnerships with key institutions, budgeting, reporting, and evaluating progress along the way.
PRIMARY ROLES & RESPONSIBILITIES:

Develop work plan for project through Dec 2026 to incorporate key deliverables and ensure successful execution of grant

Landscape analysis and institutional partnership cultivation

Conduct landscape analysis of local education and training, as well as legal institutions in Durham, and cultivate partnerships to offer workforce development and technical assistance to worker members and potential members
-
Grow partnerships with Durham Technical College and NC Central School of Law and create agreements to provide college coursework to select home care and child care workers, and help to build enforcement infrastructure for chapter

Membership programs development, coordination, and execution

Develop schedule of workforce development, personal skills, and/or continuing education trainings for chapter members and potential members

Identify and contract training partners to successfully deliver trainings to membership -Ongoing

Facilitate in-house trainings

Recruitment and management of home care and child care education cohorts and advanced home care and child care scholarship recipient programs

Work with other NDWA department staff and partners to recruit 45 students per year to pursue their Early Childhood Education Associates Degree and/or Early Childhood Preschool or Infant/Toddler Certificate and recruit 48 students per year to pursue their Nursing Aide I or II, or Medical Technician credential

Identify four members to receive scholarship support for advanced degrees in early education and healthcare and conduct accountability and quality control over span of education assistance

Coordinate with educational institutions on standing of educational cohort members and completion of courses

Development and execution of Community Leadership Development Fellowship program

Develop objectives, materials, and structure for new Community Leadership Development fellowship

Recruit 36 home care and/or child care workers to participate across 3 6 month programs

Manage cohort, ensure member participation, and coordinate with external facilitators for specialized programs

Budget Tracking and forecasting

Track project expenses and sit in on key meetings with other relevant NDWA departments to ensure project stays within budget forecasts and grant spending deadlines

Contract with external vendors and ensure timely payment

Work with finance department staff to ensure periodic financial stipend distribution for child care and home care education cohort members and payment to education institutions.

Evaluation and reporting

Meet with NC State Director to report on project deliverables, benchmarks, and progress

Produce quarterly written reports on project including major accomplishments, budget tracking, major challenges, and recommendations for the remainder of the grant period

Meet with NC State Director and development team to produce required reporting for the City of Durham
-
Meet with learning and evaluation team to discuss project, metrics for success, and documenting impacts of project over two year period

Attend supervision meetings with NC State Director and complete work plans and reports in a timely manner.

Minimum of 4 years in labor organizing or with a worker center

Proven ability to manage complex projects with multiple components

Experience with successfully executing grants, governmental and/or philanthropic

Familiarity with educational and workforce development institutions in the City of Durham

Alignment with NDWA’s vision and values, including a commitment to economic, race and gender justice.

Familiarity with the licensed child care and home care sectors and issues facing workers in these industries

Proven ability to learn quickly, work independently, meet multiple deadlines with a keen attention to detail.

Ability to work and collaborate with diverse staff in person and remotely and as part of a high-performing team, in a fast-paced, experimental organization.

Strong organizational skills, and creative problem solver

Proficiency in Microsoft Office and Google Suite preferred (include other platforms or technical skills as applicable).
