Planned Parenthood Federation of America (PPFA) is a 501(c)(3) charitable organization that supports the independently incorporated Planned Parenthood affiliates, which operate non-profit health centers across the U.S. PPFA also works to educate the public on and advocate for issues of sexual and reproductive health. Formed as the advocacy arm of Planned Parenthood Federation of America, Planned Parenthood Action Fund is a separate non-profit membership organization tax-exempt under section 501(c)(4). The Action Fund engages in educational, advocacy, and limited electoral activity, including grassroots organizing, legislative advocacy, and voter education in furtherance of the Planned Parenthood mission. Committed to electing candidates who are steadfast in their support for sexual and reproductive health and rights in furtherance of the Action Fund's mission, Planned Parenthood Votes (PPVotes), an independent expenditure committee (SuperPAC) registered with the Federal Election Commission, conducts independent expenditures in federal races and engages in state elections as permitted by state campaign finance laws.
Planned Parenthood Federation of America (PPFA) and Planned Parenthood Action Fund (Action Fund) seek an Advocacy & Electoral Operations Senior Specialist to support PPFA and Action Fund advocacy operations and Action Fund and PPVotes electoral program operations. This job reports to the Director, Management & Operations. The OEC department is responsible for building an active base of Planned Parenthood supporters and volunteers, and planning and coordinating campaign activities to achieve PPFA and Action Fund’s issue, policy, and legislative goals and Action Fund and PPVotes’ electoral goals in coordination with local Planned Parenthood advocacy and political organizations and national office departments.
This role is expected to begin in February 2026 and end in December 2026.
Purpose:
- The Advocacy & Electoral Operations Senior Specialist will work alongside the Director, Management & Operations within the OEC department to track Action Fund and PPVotes electoral spending, create operations process documentation and communications templates for National Office staff and electoral program vendors, and coordinate timely contracting, payment, and reporting to ensure adherence to Finance and Office of General Counsel (OGC) compliance standards. They will also provide general operations capacity for PPFA and Action Fund to support OEC departmental advocacy campaigns and special projects on an ad hoc basis.
Engagement:
- Communicates Action Fund and PPVotes’ existing electoral operations systems to internal stakeholders through meetings and emails, providing updates when necessary.
- Manages flow of information to PPFA, Action Fund, and PPVotes vendors and external stakeholders around OEC contracting, payment, and event logistics.
- Identifies process efficiencies in close collaboration with colleagues working on electoral programming across the External Affairs team
Delivery:
- Support the Director, Strategic Operations in daily tracking and updating of departmental budgets for PPFA, Action Fund, and PPVotes work, specifically prioritizing Action Fund and PPVotes electoral spend and cash flow.
- Engage in Action Fund and PPVotes electoral operations planning, including managing any vendor RFP processes, drafting vendor onboarding materials from a finance process perspective, and facilitating debriefs on learnings from past electoral cycles.
- Work with the Elections & Accountability Team to request Action Fund and PPVotes vendor contracts, prepare materials for OGC’s compliance reporting, and ensure staff communications reflect accurate and vetted information related to budget use, time tracking, credit card reconciliations, and reimbursements.
- Pilot new internal systems for Action Fund and PPVotes electoral program operations, including but not limited to Asana and anticipated updates to Planned Parenthood’s current contracting and payment models.
- Partner with the External Affairs program team and Procurement team to onboard new vendors to the Planned Parenthood internal partner database and draft contracts or MOUs with the appropriate legal parameters.
- Deliver ad hoc support on special projects related to OEC departmental advocacy campaigns and priorities, including but not limited to supporting departmental onboarding processes, summer and fall events (virtual and in person), and supporting planning retreats with logistical, budget, and administrative capacity.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities (KSAs):
- 5 years of professional experience directly related to project coordination and/or administrative support, including extensive use of Google Drive and Microsoft Office. Preferred experience on electoral campaign operations management, or nonprofit entities with c3, c4, 527 structures
- Extremely organized and detail-oriented
- Skilled at creating systems with exceptional project management experience
- Adept at taking in information from various sources and organizing it to move work forward with a solutions-oriented approach
- Independent and proactive, able to take initiative
- Teamplayer and enjoys working with cross-functional teams
- Comfortable asking questions
- Strong project management skill set, including rigorous attention to detail, diplomatic and multi-layered approach to communication, and perseverance in troubleshooting administrative barriers and meeting time-sensitive deadlines in a fast-paced environment.
- The ideal candidate learns quickly, prioritizes instinctively, and exercises strong judgment in situations involving sensitive information or multiple internal and external stakeholders.
- Demonstrated investment in Planned Parenthood’s mission, racial and gender equity, and the importance of patient-centered health care and advocacy.
- Previous experience as a Planned Parenthood staff member or volunteer leader is highly valued.
